The "student benefit": who qualifies for the monthly allowance for internal-scholarship students, and how to register

· Saned team · citizenssocial-protectionstudents

Since the evening of 28 September we have received the same question dozens of times, phrased a dozen ways: "I want to register for the student benefit", "who qualifies?", "I used to receive it and this month nothing came". This article collects what the Social Protection Fund has officially announced, what it has not announced yet, and what we know about the problems people who wrote to us ran into.

Before you read: what we quote from the Fund comes from its statement as published by the Oman News Agency on 27 September 2026. The income limits and allowance amounts below were published on the National Subsidy System website when the programme launched in 2024; the 2026 statement does not repeat them, so they may change. Only the Fund decides who is eligible — not Saned, and not any office.

First: what is the "student benefit"?

Its official name is "monthly allowances for students in the internal scholarship system" (المخصصات الشهرية لطلبة نظام الابتعاث الداخلي): a monthly payment to Omani students on internal scholarships at private universities and colleges in the Sultanate of Oman who meet the eligibility conditions. Payments began in the 2024/2025 academic year through the National Subsidy System, and the Social Protection Fund runs the programme today.

On 27 September 2026 the Fund confirmed that every student must complete registration through the electronic service — including those who were already receiving the allowance.

Who has to register?

According to the Fund's statement:

  • Current students at private universities and colleges in Oman under the internal scholarship system, including those receiving the allowance now.
  • New students whose data is available at their educational institution.

The Fund said explicitly that having received the allowance before "does not remove the need to register".

What about a student paying their own fees, or whose family pays? The statement speaks only of students in the internal scholarship system. If you are not a scholarship student — your family pays the tuition — the programme, as announced, does not cover you. If you are not sure which you are, your college's student affairs office can tell you.

And school students? That is a different benefit altogether: the childhood benefit (منفعة الطفولة). According to press reports in January 2026, for school students from families receiving the family income support benefit it was doubled to 20 rials a month during the school year, from February 2026, with no application needed.

Do you qualify? The published conditions

The Fund says eligibility rests on criteria that "take into account the social and economic circumstances of the family", together with the distance between the student's home and their institution. Its statement gives no figures.

The figures published on the National Subsidy System website since the programme launched tie eligibility to the family's monthly income — the same test used for the electricity subsidy — and to the size of the family:

Family monthly income Family size required
500 rials or less any size
750 rials or less 5 members or more
1,000 rials or less 7 members or more
1,250 rials or less 9 members or more
more than 1,250 rials not eligible

And the monthly amount, from the same source:

  • 45 rials if you live less than 50 km from your institution.
  • 90 rials if you live more than 50 km away.

A reminder: these are the 2024 figures. If the Fund publishes new ones, those are the ones that count, and we will update this article.

What you need before you start

  • Your civil number and the expiry date of your ID card.
  • The phone number linked to your civil number at the Civil Status records — not just any number you use.
  • An active bank account for the payments.
  • Correct personal and educational data held by your institution.

How to register

  1. Open the monthly-allowance service through the Social Protection Fund's official electronic channels (spf.gov.om). There is no need to visit a Fund office.
  2. Enter your civil number, your ID card's expiry date and the phone number registered with Civil Status.
  3. Complete verification and review your personal and educational data; the system checks it electronically with the Ministry of Education and the National Records Centre.
  4. Add your bank account details and submit.
  5. Follow the result: the Fund says the system lets students see the outcome of their application.

The screens may run in a slightly different order, but the data asked for is the same.

Problems we hear about often, and what we know

"Student not registered" (الطالب غير مسجل). The statement covers new students "whose data is available at their educational institution". The most likely cause of this message is that your college has not sent your data yet, or that you are not recorded in the internal scholarship system. Check with your college's student affairs office first, then try again.

Verification won't complete. Make sure the phone number you enter is the one registered with Civil Status and linked to your civil number. If you changed numbers and never updated it there, update it first.

I used to receive the allowance and it stopped this month. We cannot know why payment stopped in your particular case, but the first step is to register in the service: the Fund says previous receipt does not replace registration.

I got "not covered under the family income conditions". That is a result the Fund issues from the family income data it holds. If you believe the data is wrong — your family's income or size has changed, for example — ask the Fund directly how to request a review. The statement announces no appeal procedure, and no office can change the result.

Can I use an existing bank account, such as the childhood-benefit account? The statement asks for "an active bank account" and says nothing more. If the account belongs to a minor or has no card, ask the Fund or your bank before relying on it.

Is there a deadline?

The Fund's statement announces no deadline. But it ties adding eligible new students to the payment run to completing registration — so there is nothing to gain by waiting.

Registering through Saned

The service is open to you directly through the Fund's electronic channels, and many students finish it themselves. If you would rather a licensed Sanad office did it for you — or you are stuck on one of the problems above — send your ID card and phone number, and the office takes the steps and follows up with you in the same conversation.

  • The office fee currently listed: 2 OMR — for the office's work only; it does not mean the Fund will accept the application.
  • You pay nothing before the office confirms your request.
