Terms of Service

These Terms govern your use of Saned ("the service"), an automated assistant that connects citizens and residents of the Sultanate of Oman to licensed Sanad offices via WhatsApp and web.

1 · Who we are

Saned is an independent service operator that integrates with licensed Sanad offices. We are not the Government of Oman, nor affiliated with the official government Sanad portal. The actual government service (e.g. licence issuance) is performed by the Sanad office and the relevant government entity.

2 · Eligibility

You must be 18+, or a legal guardian acting for a minor.
You must be a citizen or legal resident of Oman, or authorised to transact on behalf of one.
You must provide accurate, truthful information. Submitting false documents is a criminal offense under Omani law.

3 · What the service does

Saned receives your request in natural language, collects the documents the Sanad office requires, routes the request to a licensed officer who completes the government-side transaction on your behalf, and relays the result back to you. We do not ourselves issue any government document.

4 · Fees

Government fees are set by the relevant entity and passed through unchanged.
The Sanad office may charge its own service fee as permitted by Omani regulation.
Saned may charge a technology fee, displayed clearly before you confirm submission.
All fees are shown in Omani Rial (OMR) before confirmation.

5 · Your obligations

Do not attempt to use the service for fraudulent, impersonation, money-laundering, or otherwise illegal purposes.
Do not abuse, harass, or threaten officers or operations staff.
Do not attempt to reverse-engineer, scrape, or disrupt the service.
You are responsible for keeping your WhatsApp number secure; any message from your number is treated as originating from you.

6 · OTP and shared credentials

Some government services require a one-time password (OTP) delivered to your phone. When an officer needs it, the assistant will prompt you explicitly. Saned will never ask for your permanent password, bank PIN, or credit-card CVV.

7 · Service availability

We aim for 24/7 availability, but the service depends on upstream systems (the government portal, Meta / WhatsApp, our hosting provider). We do not guarantee uninterrupted operation and are not liable for delays or failures caused by those upstream systems.

8 · AI limitations

Saned uses large language models. Replies may occasionally be inaccurate or incomplete. For legally binding information, refer to the official government source or consult the assigned Sanad officer. We are not liable for financial loss resulting from reliance on AI-generated replies without officer confirmation.

9 · Cancellation and refunds

You may cancel a request before it is accepted by an officer at no charge.
After an officer has started work, partial fees may be non-refundable depending on the Sanad office's own policy, displayed at confirmation.
If the government entity rejects the request for reasons outside your control (e.g. system outage), the technology fee is refundable.

10 · Liability

To the maximum extent permitted by Omani law, our total liability for any claim is capped at the fees you paid for the specific request giving rise to the claim. We exclude liability for indirect, consequential or reputational damages.

11 · Termination

We may suspend or terminate your access to the service if you violate these Terms or if required by law or regulator.

12 · Governing law

These Terms are governed by the laws of the Sultanate of Oman. Any dispute shall be submitted to the competent Omani courts.

شروط الخدمة

تنظّم هذه الشروط استخدامك لخدمة سند-AI ("الخدمة")، وهي مساعد آلي يصل مواطني ومقيمي سلطنة عُمان بمكاتب سند المرخّصة عبر واتساب والويب.

١ · من نحن

سند-AI مُشغّل خدمة مستقل يتكامل مع مكاتب سند المرخّصة. نحن لسنا حكومة سلطنة عُمان ولا جهة تابعة لبوابة سند الحكومية الرسمية. تنفَّذ الخدمة الفعلية (مثل إصدار الرخصة) من قِبَل مكتب سند والجهة الحكومية المعنية.

٢ · شروط الأهلية

أن تكون ١٨ سنة فأكثر أو ولي أمر يتصرف لقاصر.
أن تكون مواطناً أو مقيماً قانونياً في عُمان، أو مفوّضاً للتصرف نيابةً عن أحدهم.
أن تقدّم بيانات صحيحة وصادقة. تقديم وثائق مزوّرة جريمة يعاقب عليها القانون العُماني.

٣ · ما الذي تقدّمه الخدمة

يستقبل سند-AI طلبك بلغة طبيعية، ويجمع المستندات التي يشترطها مكتب سند، ثم يُحيله إلى موظف معتمد يُنجز الخدمة الحكومية نيابةً عنك، ويُرجع لك النتيجة. نحن لا نُصدر بأنفسنا أي وثيقة حكومية.

٤ · الرسوم

الرسوم الحكومية تحددها الجهة المعنية وتُمرَّر دون تعديل.
قد يتقاضى مكتب سند رسم خدمة وفق اللوائح العُمانية.
قد يتقاضى سند-AI رسم تقنية يُعرض بوضوح قبل التأكيد.
تُعرض جميع الرسوم بالريال العُماني قبل التأكيد.

٥ · التزاماتك

عدم استخدام الخدمة لأغراض احتيالية أو انتحال شخصية أو غسل أموال أو أي غرض غير مشروع.
عدم إساءة معاملة الموظفين أو تهديدهم.
عدم محاولة الهندسة العكسية أو الكشط أو تعطيل الخدمة.
أنت مسؤول عن تأمين رقم واتساب الخاص بك؛ أي رسالة من رقمك تُعامل وكأنها صادرة عنك.

٦ · رموز OTP

تستلزم بعض الخدمات الحكومية رمز OTP يُرسَل إلى هاتفك. عند حاجة الموظف له، سيطلبه المساعد منك صراحةً. لن يطلب سند-AI منك أبداً كلمة السر الدائمة أو الرقم السري للبطاقة أو رمز CVV.

٧ · التوفر

نسعى لتوفر الخدمة ٢٤/٧، لكنها تعتمد على أنظمة أعلى (البوابة الحكومية، واتساب/Meta، مزوّد الاستضافة). لا نضمن تشغيلاً بلا انقطاع ولا نتحمّل تأخيرات أو إخفاقات تلك الأنظمة.

٨ · حدود الذكاء الاصطناعي

يستخدم سند-AI نماذج لغوية كبيرة، وقد تكون الردود أحياناً غير دقيقة أو منقوصة. للحصول على معلومات مُلزمة قانونياً، ارجع للمصدر الحكومي الرسمي أو للموظف المعتمد. لا نتحمّل أي خسارة مالية بسبب الاعتماد على رد آلي دون تأكيد الموظف.

٩ · الإلغاء والاسترجاع

يحق لك إلغاء الطلب قبل قبوله من الموظف دون رسوم.
بعد بدء الموظف العمل، قد لا تُسترجع جزئياً بعض الرسوم حسب سياسة مكتب سند المعروضة عند التأكيد.
إذا رفضت الجهة الحكومية الطلب لأسباب خارجة عنك (انقطاع نظام مثلاً)، يُسترجع رسم التقنية.

١٠ · المسؤولية

إلى أقصى حدٍّ يسمح به القانون العُماني، تقتصر مسؤوليتنا الإجمالية عن أي مطالبة على الرسوم التي دفعتها عن الطلب محل المطالبة. نستثني المسؤولية عن الأضرار غير المباشرة أو التبعية أو السمعة.

١١ · الإنهاء

يحق لنا تعليق أو إنهاء وصولك للخدمة عند مخالفة هذه الشروط أو عند طلب القانون أو الجهة التنظيمية.

١٢ · القانون الحاكم

تخضع هذه الشروط لقوانين سلطنة عُمان، ويُختصّ بنظر أي نزاع المحاكم العُمانية المختصة.
